Fidel Tamangani, is a Zimbabwean national with over 20 years of professional experience in infrastructure projects financing and management in both Eastern and Southern Africa. Fidel has worked directly with financial institutions (Commercial Banks and Microfinance Institutions) in increasing their capacity to provide products and services to public and private water and sanitation utilities, large scale and rural smallholder farmers in access to commercial financing. He has a range of finance experience in the Water and Sanitation Sector, Agricultural sector and Banking sector.
As a Senior Expert on “Infrastructure Projects Financing”, Fidel has gained experience in managing projects working with private sector lending banks and major donors including Water.Org, World Bank, German Development Bank (KfW), USAID, International Relief and Development (now Blumont), NMB Bank Limited and Agribank (now AFC).
Fidel has provided technical assistance expertise through working with various donor projects on the following:
a) Financial expertise – Assessing the capacity of the water and sanitation utilities, large commercial and smallholder farmers to repay commercial loans by analysing their audited financial statements, the proposed cash-flows and assessing the correctness of ratios including operational cost coverage ratio (OCCR), debt service coverage ratio (DSCR), net present value (NPV) and internal rate of return (IRR).
b) ESIA expertise – review and further development of ESIA reports by first assessing the correctness of the proposed environmental and social management plan, and its budget, the resettlement action plan and the budget allocated for payment of project affected persons (PAPs) through wayleaves, encroachments and partial/total resettlement and verifying the adequacy of the ESIA reports before submission to NEMA for application of a NEMA license.
Fidel is a holder of a master’s degree in business administration (MBA) from the University of Zimbabwe, where he authored a dissertation on “Limitations faced by women-owned SMEs in accessing loans provided through the AgriTrade project”. Prior to receiving his MBA, he graduated with a BSc honors degree in Natural Resources Management and Agriculture from the Midlands State University in Zimbabwe.
